Library Card Policy

Library Cards are issued free to residents of Stark, Billings and Slope counties (or those who own property in one of these counties.) Cards are valid for five years.  To get a resident library card, individuals must provide a photo ID, such as a driver’s license or passport and proof of residency.

Proof of residency can include:

  • A North Dakota driver’s license with current address in one of our member counties
  • Official piece of mail received at current residence: utility bill, bank statement, etc, that has been postmarked in the last 30 days
  • Current lease agreement with name and address

If ID and/or mail are a PO Box or 387 15th St W Dickinson (The UPS Store), proof of physical address is still required.

North Dakota residents living outside of our member counties may obtain a rural-fee library card. Rural fee cards are $20/year for a single person, $25 for a family (everyone in the household 4 years of age or older can have a card.)

People who do not have a current proof of residency may qualify for a temporary library card. The nonrefundable fee for this card type is $20. The card is valid for one year and has a checkout limit of two items. Full access to Overdrive, the electronic library, is also included.


To obtain a temporary card, individuals must present:

  • Photo ID
  • A local mailing address needs to be provided along with their permanent address

No library cards will be issued to persons using General Delivery as a mailing address


Cards for Children:

  • Children ages 4 and up can get their own card with parent/guardian permission (with the above requirments) 


If you lose your library card a replacement can be issued for $2.00
